This is kinilaw. Kinilaw=Raw fish (usually tuna), vinegar, onions, ginger, hot pepper etc. There are different styles to prepare this food. Some are mixed with either milk, mayonnaise.
Some are sweet, others are a mixture of sweet and sour and hot goodness. One of my family's favorite restaurant for ordering kinilaw is Aling Cora's. Mmmm!

I am so not Filipino in a lot of my tastes. I've never really liked kinilaw, but it's because I'm not crazy about vinegar. Give me sashimi and wasabi anytime. ;)
Hi eki qushay akhwan, I haven't really made a kinilaw myself so I can't give you a personal recipe. I love how my father makes kinilaw so I'm more than happy to let him make one hehe so I surfed the web to give you an idea of how to make kinilaw.

What the above link lack is the suha--a kind of aromatic lime. makes the kinilaw extra yummy. I like my fish sliced thinner. You can also do that.
Hi hilda! What I like best about the kinilaw is the sauce. I also like to put it on my rice or the pork chop or grilled pork. YUMMY! I haven't tasted sashimi and wasabi (yeah poor me) so I can't say anything about that.
