This sight is common along the busy streets. No, he's not a crook with a ski mask. He's a cigarette vendor. Hawking his ware to the tricycle drivers, and other drivers in the streets. That mask was donned to protect him from health illness brought about by air pollution. Probably. (Oh the irony!)
